Carmel’s two biggest parking generators have something in common that no commuter lot does: the people using them can’t leave. A hospital shift and a jury summons both mean the car problem waits until the day is over.

The hospital

Putnam Hospital Center on Stoneleigh Avenue is a 164-bed Nuvance facility and the county’s main hospital.

Hospital parking runs on three cycles at once. Staff park for twelve-hour shifts. Visitors park for however long it takes, which nobody knows in advance. And patients park not knowing whether they’re driving home.

A key problem here is rarely urgent in the moment and always urgent at the end. Someone finishing a night shift at seven in the morning wants to go home, not to start solving a second problem.

It’s also the most weather-independent lot in Putnam. Trailheads empty in February; hospitals don’t.

County seat and jury duty

Carmel is the seat of Putnam County. The historic courthouse on Gleneida Avenue, the newer courthouse behind it, and the county offices all sit in the hamlet, with the parking that implies — employees, jurors and people with business at the court.

Jury duty is the specific case worth naming. You’re required to be there, you can’t leave to deal with a car, and you don’t control when the day ends. If your key stops working while you’re inside, you find out about it at the least convenient possible moment.

Fahnestock

Clarence Fahnestock State Park covers a large stretch of northern Carmel, with day-use and campground parking off NY-301.
